Resumen traducido: | The necessity to arrive at a new paradigm has been emphasized by the problem of the environment, either as an effort to rethink the values of our civilization or to envisage a new direction for scientific knowledge, permitting a proper reckoning of the complexity which surrounds the aforementioned problem. This article discusses the characteristics of the prevailing management pattern, topical and corrective in its nature, and the author argues that, in order to satisfy the requirements of a more sustainable development, it is imperative to arrive at a new managerial pattern, more preventive, decentralized and financially self-sustained. The analysis of these aspects indicates that the substantiation of an environmental management with such characteristics means, in fact, to give time to the modernization of the State, to the mobilization of society - so that the type of management chosen may really be effected through joint efforts of everyone - as well as to the formation of the indispensable human resources. |
